A change of use development permit application is required under a few circumstances. If the building, bay, or unit has been unoccupied for a period of six months, a change of use development permit application is required. If the business or use within the building, bay, or unit is changing, and the new business does not fall under the same umbrella of uses or is a ‘discretionary use’, a change of use development permit application is required.
For example: Because dental clinics and physiotherapists are both considered permitted use within the Central Business land use district, if a dental clinic is closing and a physiotherapist is opening in the same unit within six months, no change of use application is required. They would, however, need a new business license. Another example: a dental clinic is a permitted use within the Central Business land use district and veterinary services are discretionary. If a dental clinic is closing, and a veterinary clinic was opening in the same unit within six months, a change of use development application and a business license are both required.
