Meeting note: On September 9, 2026 Council held two meetings. The Committee of the Whole meeting took place first and was followed by the rescheduled Regular Council Meeting. There will be no meeting next week, Wednesday September 16.

CONFIRMATION OF MINUTES

Committee of the Whole Meeting Minutes – July 15, 2026

  • Council reviewed and adopted the July 15, 2026, Committee of the Whole Meeting Minutes as presented.

BUSINESS

2027 Fees Bylaw No. 26-15

  • Information on proposed changes to the 2027 Fees and Charges Schedule was presented to Council.
  • Fees and charges are reviewed annually and adjusted to reflect changes in level of services, increased contribution to reserve, or cost recovery in delivering the program as well as inflation.
  • Council asked Administration to bring the bylaw back to a future Council meeting for additional discussion and consideration.

Election Signs Bylaw No. 26-08

  • Provincial Legislation has been updated to clarify that municipalities may not have bylaws for signage as it relates to provincial elections.
  • Council requested additional changes to bring Election Sign Bylaw No. 24-29 into alignment with provincial legislation and to clarify common questions for signage placement.

 

Regular Council Meeting

Council added three items to the agenda, a delegation, a policing services agreement and a request for a letter of support.

 

DELEGATION

Strathmore Wheatland Chamber of Commerce

  • Coby Royal and Tyler Hille shared with Council the plans for the upcoming State of the Region event that will be taking place on October 8, 2026 @ 6:00 p.m. at the Civic Centre. Tickets are available online.

Regular Council Meeting Minutes – September 2, 2026

  • Council adopted the September 2, 2026, meeting minutes.

BUSINESS

2026-2027 Policing Support Grant Funding Agreement

  • The Town receives an annual grant from Public Safety and Emergency Services Alberta for policing services provided by the Town. 
  • Town will receive a grant in the amount of $414,712.00. This amount is the same as the previous year.
  • Council authorized the Mayor to sign the 2026-2027 Policing Support Grant Funding Agreement and also authorized the CAO to review and approve future Policing Support Grant Funding Agreements.

BYLAWS

Land Use Bylaw Amending Bylaw No. 26-13 (126 Westdale St.)

  • Council received a proposal for a redesignation at 126 Westdale Street, from the current R1 Single Detached Residential District to an R2 Low Density Residential District; this proposal is to permit the development of a semi-detached house at the location. 
  • Council gave a First Reading to Bylaw No. 26-13, being a bylaw to amend Land Use Bylaw No. 14-11.
  • Council directed Administration to schedule a Public Hearing for Bylaw No. 26-13 on October 21, 2026, at 6:00 p.m. in Council Chambers.

CORRESPONDENCE

Certificate of Appreciation from the Royal Canadian Legion

  • Council and the Town of Strathmore received a Certificate of Appreciation from the Royal Canadian Legion for supporting the Military Service Recognition Book – Volume XVIII, by the Alberta-NWT Command of The Royal Canadian Legion.

Letter of Support Request – SILP Grant

  • The Calgary Catholic Immigration Society (CCIS) is preparing to submit a SILP (Settlement, Integration and Language Project) grant application. The Rocky View-Wheatland Local Immigration Partnership the rural branch of the CCIS, serving Strathmore and Chestermere, they reached out to Council to request a letter of support. 
  • Council directed Administration to prepare a letter of support for the Calgary Catholic Immigration Society’s SILP grant application.
