PUBLIC HEARINGS

Two concurrent public hearings were held to discuss the proposed amendments to Neighbourhood Node “D” (Prairies View). These amendments are intended to facilitate development of the subject lands and support the proposed residential community.

First Hearing:

Area Structure Plan Amending Bylaw No. 26-11 (The Prairies)

Area Structure Plan Amending Bylaw No. 26-11 was proposed to Council to amend the adopted Prairies Area Structure Plan Bylaw No. 11-08, to implement changes proposed by the developer and enable development of the subject lands, increasing the housing type variety and supporting a more diverse range of residential opportunities.
Council proceeded with the Public Hearing for Bylaw No. 26-11, in accordance with Section 692(1) of the Municipal Government Act, RSA 2000, cM-26. They heard from Administration, the Developer and one member of the community.

Second Hearing:

Land Use Bylaw Amending Bylaw No. 26-14 (The Prairies)

This proposed Land Use Bylaw Amendment is intended to facilitate residential and neighbourhood commercial uses, as well as associated open space and municipal infrastructure, including stormwater management pond and Municipal Reserve.
Council proceeded with the Public Hearing for Bylaw No. 26-14, in accordance with Section 692(1) of the Municipal Government Act, RSA 2000, cM-26.

BYLAWS

Council discussed the proposed amendment to the existing Prairie Area Structure Plan Bylaw No. 11-08 to implement changes proposed by the developer and enable the development of the subject lands, while increasing housing type variety and supporting a more diverse range of residential opportunities.
Council adopted Area Structure Plan Amending Bylaw No. 26-11.

Land Use Bylaw Amending Bylaw No. 26-14 (The Prairies)

The proposed Land Use Bylaw Amendment is intended to facilitate residential and neighbourhood commercial uses, as well as associated open space and municipal infrastructure, including stormwater management pond and Municipal Reserve.
Council adopted Land Use Bylaw Amending Bylaw No. 26-14.

BUSINESS

2025 Annual Report

The 2025 Annual Report was shared with Council as information.
Administration submitted the 2025 Annual Report to the GFOA for an award, as this is a common practice within similar size and larger municipalities. This is a way to celebrate the good work being done, with the possibility of obtaining an award that can then be used to market the positive work being done in Strathmore.
Council adopted the 2025 Annual Report.

Property Tax Recovery – Revised Auction Date

Council had previously directed Administration to advertise the original date, but since that time a conflict had been identified and it is required that the date be revised to October 15, 2026 to align with legislative requirements.
Council rescinded the part of resolution No. 172.06.26 regarding Property Tax Recovery – Auction Advertisement that reads: "THAT Council direct Administration to advertise the October 8, 2026, Tax Recovery Auction for properties in arrears, pursuant to Section 421(1) of the Municipal Government Act."
Council replaced part of resolution No. 172.06.26 with "THAT Council direct Administration to advertise the October 15, 2026, Tax Recovery Auction for properties in arrears, pursuant to Section 421(1) of the Municipal Government Act."

Traffic Calming & Safe Streets Policy No. 3204

Council approved Capital Budget for “Traffic calming” in Strathmore. Due to the large scope of possible projects, Administration recommended developing a policy to identify areas of focus, guiding how and where these funds are allocated.
Policy No. 3204, being the Traffic Calming & Safe Streets Policy, has been developed to define what projects are appropriate for this assigned budget and where they should be implemented. Requests from the Public, Council, and Administration will be categorized and prioritized to most efficiently expend the annual budget.
Council adopted Traffic Calming and Safe Streets Policy No. 3204.

Planning and Development Securities Policy No. 1823

Planning and Development Securities Policy No. 1823 provides framework for Council and Administration to formalize a policy that establishes clear requirements for the provision, management, reduction, release, and enforcement for financial security required by the Town in connection with a Development Permit, Development Agreement, subdivision approval, or any other approval or agreement where authorized under the Municipal Government Act, the Town’s Land Use Bylaw, an applicable approval condition, or an agreement with the Town.
Financial security is required to ensure sufficient funds are available to the Town if a Developer fails to complete required work, remedy deficiencies, satisfy approval or agreement conditions, restore lands, repair damage, pay amounts owing, or otherwise fulfill its obligation to the satisfaction of the Town.
Council adopted Planning and Development Securities Policy No. 1823.

Council Meeting Schedule Amendments – September 2026

To allow for some members of Council to attend the MCMC Summit in Red Deer, Council directed Administration to move the September 16 Regular Council Meeting to September 9, following the existing Committee of the Whole Meeting.

Request for Proclamation – National Legion Week

The Royal Canadian Legion, Strathmore Branch 10, reached out to the Town of Strathmore with a request to consider proclaiming National Legion Week in the Town.
Council proclaimed September 21-27 as National Legion Week in the Town.

Request for Proclamation – World Sepsis Day

Kimberley Sidhu, a sepsis survivor & advocate has reached out to the Town of Strathmore with a request to consider proclaiming World Sepsis Day in the Town.
Council proclaimed September 13, as World Sepsis Day in the Town.

Request for Proclamation – National Depression Screening Day

The Calgary Counselling Centre has reached out to the Town of Strathmore with a request to consider proclaiming October 8, 2026, as National Depression Screening Day in the Town.
Council accepted this email as information.
