In attendance: Mayor Fule, Councillor Brown, Councillor Chisholm, Councillor Hyde, Councillor Langmaid, Deputy Mayor Wegener, and Councillor Wiley
Council amended the agenda to move 8.4, Alberta Municipalities Energy Program – 2028-2029 Natural Gas Agreement (NatGas+) and 9.2, Council Procedure Bylaw Amending Bylaw No. 26-17 to future Council Meetings.
BUSINESS
Corporate Quarterly Report – Q2 2026
- This was the first Corporate Quarterly Report presented under Council’s 2026-2029 Strategic Plan. A first quarter report was not provided as Council’s Strategic Plan and related administrative initiatives were still being developed.
- Future quarterly reports will be provided to Council to support transparency, accountability, and ongoing oversight.
- Council received this report as information and posed questions to Administration for clarification on financial impacts.
Council Meeting Schedule Amendment – October 2026
- An amendment was proposed to move the Organizational Meeting scheduled for October 28, 2026, to October 21, 2026.
- Council directed Administration to move the Organizational Meeting to October 21, 2026, following the Regular Council Meeting.
Alberta Community Partnership Grant – Regional Municipal Enforcement Training Framework
- An Alberta Community Partnership (ACP) grant application requires a council resolution from the applicant municipality and all collaborative project partners to confirm official support for submission.
- Council decided to support the City of Cochrane’s Alberta Community Partnership grant application, as a project partner, for a feasibility study on a south-central regional municipal enforcement training centre.
- Council authorized a 2027 financial contribution of up to $5,000, subject to grant approval and confirmation of the final partnership arrangement, to be funded from the Municipal Enforcement operating budget.
BYLAWS
Election Signs Bylaw No. 26-08
- Council reviewed and considered changes to bring Election Sign bylaw No. 24-19 into alignment with provincial legislation and to ensure further clarity with placement rules.
- Council adopted Election Signs Bylaw No. 26-08.
QUESTION AND ANSWER PERIOD
E-bike and e-scooter Legislation
- Mayor Fule shared that he recently attended the Alberta Municipalities convention where Minister Dreeshen spoke to the fact that legislation for e-bikes and e-scooters will be brought forward at the Fall sitting.
Valley Medical Clinic
- Councillor Langmaid expressed gratitude to Dr. Clarke, Dr. Fanning, Dr. Lobay and Dr. Sader for their service to Strathmore and wished them well on their upcoming retirement.
Watermain break
- Councillor Langmaid asked Administration for an update on the watermain break experienced in Westmount.
- CAO Scoble stated that a specialist has been onsite and additional remediation will occur once material is sourced. Residents currently have water.
