BUSINESS
Council Meeting Schedule Amendments – June 2026
- Council was asked to consider whether or not they would like to alter the June 2026 meeting schedule. This Administration recommended alteration would allow for an MGA prescribed timeframe to pass before a decision is made on an item originally scheduled for June 17, 2026.
- Council directed Administration to cancel the Committee of the Whole scheduled for June 10, 2026 at 6:00 p.m. and change the date of the Regular Council Meeting scheduled for June 17, 2026 at 6:00 p.m. to June 24, 2026.
Golden Hills and Christ the Redeemer School Divisions Joint Use Planning Agreement – Request for Extension
- Ministerial Order MSD: 004/25, requires the completion of a Joint Use Planning Agreement (JUPA) between the Town and Golden Hills and Christ the Redeemer School Divisions by June 10, 2026. Administration asked Council for approval to request an extension from the Province.
- There has been significant progress towards the completion of these agreements, but with lengthy approval processes still to come on both sides it is unlikely that they will be completed by the initial deadline.
- Council authorized Mayor Fule to sign a letter requesting the Minister of Education and Child Care grant an extension on Ministerial Order MSD: 004/25 to December 31, 2026.
2026 Services and Service Levels Inventory
- The Services and Service Levels Inventory is simply an overview of the services provided by Town of Strathmore departments.
- Each service includes a ‘service level’ – which means the standard of service the Town aims to provide, such as how often a service is delivered or hours of operation, how quickly requests are handled, and how departments are staffed.
- By clearly defining service levels, associated costs and desired outcomes, the inventory enables Council and Administration to apply consistent, evidence-based decision-making criteria in preparation for the 2027 Budget.
- Council approved the 2026 Services and Service Level Inventory.
2026 Capital Budget Amendment – New Fire Hall Front End Engineering and Design (FEED) Study
- Funding for a Front End Engineering Design (FEED) study for a new fire hall was approved as part of the 2026 Capital Budget.
- Following further review of the scope and requirements for the project, the budget is not sufficient to complete the level of planning, engineering, design development, costing, and stakeholder engagement required to properly advance the proposed new fire hall project.
- A budget amendment of $140,000 is required as a result of a competitive request for proposal (RFP) process that was completed by Administration – but not yet awarded. No further amendments are anticipated for this project.
- Council authorized a 2026 Capital Budget amendment of $140,000, funded from the Financial Stabilization reserve, to allow Administration to proceed with a more complete FEED study on the proposed new fire hall.
Invest Greater Calgary – Strathmore Membership Opportunity
- The Town of Strathmore has been identified as a potential member of Invest Greater Calgary (IGC), a regional economic development partnership launched by the Calgary Metropolitan Region Board. Administration requires Council’s direction to formally initiate the membership inquiry process with IGC.
- In 2023, the Calgary Metropolitan Region Board (CMRB) initiated the development of a collaborative regional economic development model, resulting in Invest Greater Calgary (IGC) – a three-year pilot program (2025–2028). IGC focuses on four key service areas: regional research and analysis; regional marketing and promotion; investor support; and hub and program development.
- Current IGC member municipalities include: City of Airdrie, City of Calgary, City of Chestermere, Town of Cochrane, Foothills County, Town of High River, Town of Okotoks, and Rocky View County. Governance is structured through a one-member-one-vote IGC Advisory Committee that meets quarterly and approves budgets, strategic direction, and project scopes.
- Council directed Administration to formally express Strathmore’s interest in membership with Invest Greater Calgary to the IGC Secretariat Lead, and to report back once a formal cost estimate and draft Member Service Agreement are available for Council’s review and approval.
COUNCILLOR QUESTIONS AND STATEMENTS
Community Futures Wildrose
- Councillor Hyde stated that he had attended the Community Futures-Wildrose tour and was pleased to see the positive impacts and supports to help so many businesses thrive in the Town.
Philippine Independence Day Celebration
- Councillor Wiley shared that on Saturday, June 6 there will be a Celebration of Philippine’s 128th Independence Day from 1-5 p.m., organized by the Strathmore Filipino Canadian Association and taking place at the Kinsmen Park Amphitheatre. Everyone is welcome to join.
Seniors Week Kick-off
- Mayor Fule stated that he delivered greetings from the Town at the Senior’s Week kick-off event. He also thanked MLA de Jonge for her attendance and support.
Legion Commemorative D-Day Memorial Service
- Councillor Brown shared that the Royal Canadian Legion Branch 10 will be holding a memorial service on Saturday, June 6 at 11:00 am at the Cenotaph to honor and remember the events of D-Day. All are welcome.
EPCOR Contract – Disclosure harmful to business interests of a third party – ATIA S.19(1)
- Following a closed-meeting session Council also authorized the renewal of the EPCOR Utility Services Agreement for a period of 8 years, commencing January 1, 2028.
