Council Meeting Highlights - June 18, 2025

Meeting Date: Wednesday, June 18, 2025 
In attendance: Mayor Fule, Deputy Mayor Mitzner, Councillor Montgomery, Councillor Peterson, Councillor Wegener, and Councillor Wiley. 
Absent: Councillor Langmaid


Council adopted the minutes from the June 4, 2025 Regular Council Meeting.
 

Public Hearings and Bylaws

Three Public Hearings were held.
 

  1.     WestCreek Area Structure Plan Amending Bylaw No. 25-17

During the initial Public Hearing for Bylaw No. 25-07 (being a bylaw to amend WestCreek Area Structure Plan Bylaw No. 08-22) a map was presented but not included in the final bylaw schedule. The recommended action was to bring forward a new bylaw to amend the WestCreek ASP Bylaw No. 08-22 to properly include Map 7 into the ASP. Map 7 remains as it did on May 7, 2025, no changes are proposed, or have been made to the map, in the time since.

  • Chuck Procter presented the bylaw amendment for Administration.
  • One written submission was received from Brent Robinson & Katherine Zagorsky.
  • Brent Robinson & Katherine Zagorsky spoke in opposition to Bylaw No. 25-17.

Following the Public Hearing, Council adopted Bylaw No. 25-17, being a bylaw to amend WestCreek Area Structure Plan Bylaw No. 08-22.

 

   2.    Land Use Bylaw Amending Bylaw No. 25-08 (WestCreek Phase 1, Strathmore)

This current application to amend the Town's Land Use Bylaw represents the next step in the land use planning process and will facilitate the eventual subdivision of the lands within Phase 1 of the amended WestCreek ASP.

  • Glen Ferguson presented the bylaw amendment for Administration.
  • No written submissions were received.
  • Amanda Polini, Mike Festa (WestCreek Development) and Ben Lee (Arcadis Professional Services Canada Inc.) spoke in favor of the Bylaw.
  • Lee Travis spoke in  opposition to the Bylaw.

Following the Public Hearing, Council adopted Bylaw No. 25-08, being a bylaw to amend Town of Strathmore Land Use Bylaw No. 14-11.

 

   3.    Bylaw No. 25-13, Municipal Development Plan Amendment No. 1

This municipal-wide amendment is for the designation of land for new commercial and industrial areas, and encourages mixed use, to support achieving a more balanced residential to non-residential tax assessment split. The expectation being that once developed, the increased volume of non-residential assessments will have served to provide new property tax revenue that can reduce the tax burden on residents, while at the same time, providing employment growth and local job opportunities for residents living in a municipality.

  • Glen Ferguson presented the bylaw amendment for Administration.
  • No written submissions were received.
  • No members of the public spoke.

Following the Public Hearing, Council adopted Bylaw 25-13, being a bylaw to amend Bylaw No. 14-03, being the Town of Strathmore’s Municipal Development Plan. 

 

Other Bylaws

Water Utility Bylaw Amending Bylaw No. 25-18 (Bulk Water)

  • This amendment is to have the Bylaw more clearly reflect user requirements and includes penalties should customers choose not to follow the requirements. In addition, liability is transferred from the Town to the user should any mishandlings occur.
  • Customers who currently use the Bulk Water Station will not see a change to services, assuming they were previously following best practices and the requirements of the plumbing code.
  • Council adopted Bylaw 25-18, being the Water Utility Bylaw Amending Bylaw.

 

Council Code of Conduct Bylaw Repealing Bylaw No. 25-19

  • A province-wide Ministerial Order came from Minister Schow on May 15, 2025 to rescind Codes of Conduct for Elected Officials.
  • Strathmore had a Council Code of Conduct in place, therefore a repealing bylaw must be adopted in order to rescind the original Town of Strathmore Bylaw, as per Municipal Government Act S.191(2).
  • Council adopted Bylaw No. 25-19, being a Bylaw to repeal Council Code of Conduct Bylaw No. 19-08 and Council Code of Conduct Bylaw Amending Bylaw 20-13.

 

Business

Budget Amendment – Township Road 240

  • Council approved a budget amendment in the amount of $100,000 from the Financial Stabilization Reserve for repair materials and construction monitoring on Township Road 240.
