DELEGATION 

Murray Norrington 

  • Mr. Murray Norrington addressed Council with a request to consider changing the bylaws to allow street legal equipped OHV’s (Off-Highway Vehicles) to legally use municipal roads.

 

BUSINESS

RCMP Q4 Quarterly Report & 2026-2027 Policing Priorities

  • Staff Sergeant Wielgosz identified the 2026-2027 policing priorities and reported them to Council.
  • Council motioned to approve the 2026-2027 RCMP Policing Priorities for the Town of Strathmore.

Capital Budget Amendment – Aerial Fire Truck

  • Administration proposed a change in source of funding for the Aerial Fire Truck from debt to grant funding, via the Local Government Fiscal Framework (LGFF) and the Canda Community-Building Fun (CCBF) grants
  • Council reviewed the proposal from Administration and authorized 2027 and 2028 Capital Budget for the Aerial Fire Truck Replacement as follows:
    • The 2027 Budget of $1,250,000 to be funded through LGFF/CCBF Grants
    • The 2028 Budget of $1,400,000 to be funded through LGFF/CCBF Grants

Property Tax Recovery – Tax Auction Reserve Bids and Conditions of Sale

  • The Town of Strathmore is scheduled to hold a Public Auction on October 8, 2026 for properties in arrears for two years as of December 31, 2025 (i.e., arrears since December 31, 2023).
  • Each parcel will be offered for sale, subject to a reserve bid and to the reservations and conditions contained in the existing certificate of title.
  • Council approved the Reserve Bids and Conditions of Sale as follows:
    • Roll 00223.00 - $42,000.00
    • Roll 00229.00 - $47,250.00
    • Roll 01126.00 - $169,882.50
    • Roll 01124.00 - $162,532.50
    • Roll 10345.00 - $203,250.00

 

BYLAWS

Area Structure Plan Amending Bylaw No. 26-11 (The Prairies)

  • Prairies View developer proposed an amendment to the approved 2011 Area Structure Plan to implement changes and enable development of the subject lands, while increasing housing type variety and supporting a more diverse range of residential opportunities.
  • Council gave First Reading to Bylaw No. 26-11, being a bylaw to amend the Prairies Area Structure Plan Bylaw 11-08.
  • Council directed Administration to schedule a Public Hearing for Bylaw No. 26-11 on September 2, 2026, at 6:00 p.m. in Council Chambers.

Land Use Bylaw Amending Bylaw No. 26-14 (The Prairies)

  • Prairies View developer proposed an amendment to the Land Use Bylaw No. 14-11 to redesignate the subject lands to accommodate the proposed development. The proposed amendment to Prairies View is intended to facilitate development of the subject land and support the proposed residential community.
  • Council gave First Reading to Bylaw No. 26-14, being a bylaw to amend Land Use Bylaw No. 14-11.
  • Council directed Administration to schedule a Public Hearing for Bylaw No. 26-14 on September 2, 2026, at 6:05 p.m. in Council Chambers.
