Council Meeting Highlights - July 15, 2026
Committee of the Whole
Meeting date: Wednesday, July 15, 2026
In attendance: Mayor Fule, Councillor Brown, Councillor Chisholm, Councillor Hyde, Councillor Langmaid, Deputy Mayor Wegener and Councillor Wiley
Mayor Fule opened the meeting by recognizing members of the local Envirothon Team. The Envirothon is an international environmental and natural resource problem-solving competition for high school students that incorporates STEM (Science, Technology, Engineering, and Math) principles. The team has positively represented Strathmore at national and international competitions.
Council then heard a presentation from a delegation:
Delegation – Paul Aitken
- Mr. Aitken requested that Council consider his proposal for municipal sidewalk art.
BUSINESS
Western District Historical Society – “Binzebo” Proposal
- Administration previously received a proposal from the WDHS requesting permission to construct “binzebos” within Gray’s Park, specifically within lands designated as Environmental Reserve.
- Environmental Reserve is intended to protect environmentally sensitive lands and natural features and is not intended for development of structures, therefore the location is not appropriate for this type of installation.
- Staff will continue to work with WDHS to determine alternative locations for these structures that are more appropriate.
Traffic Calming & Safe Streets Policy
- The proposed policy will define what traffic calming projects are appropriate for this assigned budget and where in Town they should be implemented.
- Examples of traffic calming measures include the installation of Rectangular Rapid Flashing Beacons (RRFB), the narrowing of streets permanently or by utilizing temporary "biscuit" curbs, marked pedestrian crossings and speed humps.
- Requests from the Public, Council, and Administration will be categorized and prioritized to most efficiently expend the annual budget.
- Council directed Administration to bring the Traffic Calming and Safe Streets policy back to a future Council meeting for adoption, while also considering adding in areas where Seniors frequent to the priority matrix.
Citizenship Award Policy No. 1214
- Council considered a number of changes in the delivery of the Strathmore Citizenship Awards, including but not limited to:
- Replacing the plaques with paper certificates
- Increasing the financial amount in awards for High School students from $500 to $1000
- Changing the delivery to Council presenting the awards in a single event to take place in Council Chambers during a Regular Council meeting, instead of at individual school ceremonies.
- Council directed Administration to present a revamped Citizenship Awards Policy at a future Council meeting for adoption. The proposed revisions will include the removal of plaques, increased financial awards, the continuation of school-based presentations, and provisions for additional awards and recognition opportunities for other community groups.
COUNCILLOR QUESTIONS AND STATEMENTS
Birthday acknowledgement
- Councillor Langmaid wished Mayor Fule well on his upcoming birthday.

Tim Horton’s Camp Day
- Councillor Langmaid gave an update on the Tim Horton’s fundraiser that took place earlier in the day, she expressed appreciation for the support they have shown for Strathmore and acknowledged the money raised will be going right back to the community.
