Council Meeting Highlights - February 5, 2025

Meeting Date: February 5, 2025  

In attendance: Mayor Fule, Councillor Langmaid, Councillor Mitzner, Councillor Montgomery, Councillor Peterson, Councillor Wegener, and Deputy Mayor Wiley.  

 

Council adopted the minutes from the January 22, 2025 Regular Council Meeting. 

Chief Sturgeon introduced the 2025 Strathmore Fire Department Recruits to Council.

Council held Closed Meetings to discuss:

Delegations 

6.1 Strathmore Bird Sanctuary Initiative 

  • Simon Metke and Denis Manzer put forth a proposal for a bird sanctuary on land north of Parklane Place and south of Gray's Park. 

6.2 Broadstreet Properties Ltd. 

  • Christopher Gibson informed Council of their organization’s upcoming development plans in Strathmore. 

6.3 Affordable Housing/Rentals 

  • Nell McDonald spoke to Council on the lack of affordable housing available in the town. 

Business 

9.1 Appointment of Designated Assessor (Wild Rose Assessment Services) 

  • Due to an upcoming retirement, and to remain compliant with the Municipal Government Act, the Town needed tochoose a newassessor from Wild Rose Assessment Services 

  • Council appointed David Clark from Wild Rose Assessment Services as the designated assessor for the Town of Strathmore effective February 28, 2025.  

9.2 Arrears Properties – Tax Auction Request for Extension 

  • Administration is requesting the Provincegrant additional time to ensure proper administrative process for proceeding with a scheduled tax auction of four tax rolls that are in property tax arrears with the Town of Strathmore. 

  • Council authorized Mayor Fule to sign the letter requesting the Minister of Municipal Affairs grants an extension on Ministerial Order MSD:099/20 to no later than June 4, 2025. 

9.3. Financial Reserves Policy No. 1817 

  • Council adopted the amendment to Financial Reserve Policy 1817. 

  • These updates create a new reserve for snow clearing, enabling Council to offset years where there are extraordinary snow events that do not have funding within the operating budget.   

  • Fire Capital and Sports Centre Capital Reserves were also included in this policy update, to include the purpose and funding sources for these existing reserves. 

Bylaws 

10.1 Chief Administrative Officer (CAO) Bylaw Amending Bylaw No. 24-24 

  • Council adopted the Chief Administrative Officer (CAO) Bylaw Amending Bylaw. 

  • Thisamendment removes the ability for the CAO to purchase land on behalf of the Town.
