Board and Committee Appointments (Public) – Disclosure harmful to personal privacy – ATIA S. 20(1)
Following a Closed Meeting session, Council returned to appoint:
- Teresa Stark to the Family and Community Support Services Advisory Board for a term of two (2) years, ending October 31, 2027; and
- Chantel Lafrance to the Assessment Review Board for a term of three (3) years ending October 31, 2028.
PUBLIC HEARINGS
Two concurrent Public Hearings were held to discuss lands described as 40 and 60 Wheatland Trail, also referred to as 60 and 80 Wheatland Trail.
The developer submitted concurrent applications to amend Strathmore’s Municipal Development Plan and Land Use Bylaw. Bylaw 25-25 proposed to amend the MDP while Bylaw 25-26 proposed to amend the LUB. The applications would see a mix of residential and commercial land uses. The application would allow for future subdivision and development permit applications to be accepted by administration for a variety of housing and non-residential options including apartments, townhomes, duplexes, multi-unit, retail stores, restaurants, professional services, health services, and more.
First hearing:
Municipal Development Plan Bylaw Amending Bylaw No. 25-25 (60-80 Wheatland Trail)
- One written submission was received from the Strathmore Golf Club.
- Chuck Procter and Ethan Wilson presented on behalf of Administration.
- Harpreet Dhillon spoke to Bylaw No. 25-25.
- Tibor Tuss spoke to Bylaw No. 25-25.
- Jennifer Sommerfeldt spoke to Bylaw No. 25-25
Following the Public Hearing, Council ADOPTED Bylaw No. 25-25, being a bylaw to amend the Town of Strathmore’s Municipal Development Plan.
Second hearing:
Land Use Bylaw Amending Bylaw No. 25-26 (60-80 Wheatland Trail)
- One written submission was received from the Strathmore Golf Club.

Following the Public Hearing, Council ADOPTED Bylaw No. 25-26, being a bylaw to amend Town of Strathmore Land Use Bylaw No. 14-11.
BYLAWS
2026 Central Trunk Sewer Borrowing Bylaw No. 26-02
- Central Trunk Sewer collects sewage from approximately 80% of the Town. Upgrades are required prior to additional development.
- The cost of the upgrades exceed what is available to draw from Reserves, or to fund with incoming/expected grants. Borrowing funds for the construction allows for all taxpayers, both current and future, to contribute to the cost.
- The intent of the Borrowing Bylaw is for Administration to receive approval from Council to obtain debt financing required for all three phases of construction of the Central Trunk Sewer Upgrades.
- This bylaw required advertising as per the Municipal Government Act, which was completed prior to being presented to Council for second and third reading.
- Council adopted Central Trunk Sewer Borrowing Bylaw No. 26-02.
Designated Officer Bylaw No. 26-06
- On June 11, 2025, The Freedom of Information and Protection of Privacy Act was repealed and two separate Acts and regulations, being the Access to Information Act (ATIA) and Protection of Privacy Act (POPA) were proclaimed. Administration is in the process of updating all policies and bylaws to reflect the changes to provincial legislation.
- The updates ensure correct terminology is used for the appointed designated officers and references to FOIP have been removed and replaced with ATIA.
- Since all ATIA information is now consolidated in the Designated Officer Bylaw, Administration recommended that the existing ATIA bylaw be repealed.
- Council adopted Designated Officer Bylaw No. 26-06 and repealed ATIA Bylaw No. 25-24.
QUESTION AND ANSWER PERIOD
Potholes
- Councillors Chisholm and Langmaid inquired on the plan for spring pothole repairs. Director Dugdale shared that work is weather dependent and added that there are several roads that are not Town owned and are privately serviced.
- Councillor Brown added that alleyways also require work to fill.
- Residents are encouraged to submit Citizen Communication Forms to report any potholes that require attention.
Civic Centre Doors
- Councillor Brown asked for an updated on the repairs to the door at the Civic Centre. Director Pretzlaff shared that parts were ordered.
